Plot-bunnies and a twist

I currently have a struggling, half-formed plot-bunny, courtesy of ladychi; the idea was to come on here and post that, but it hasn't quite worked itself out yet, and then the following occurred to me in rough form due to an interesting reinterpretation of the term 'Who-fic'. It amused me, so I figured, hey, why not:
